Utilities
Your company may arrange this for you, or your housing agent or you may not need it at all when you are going to stay in a serviced apartment but otherwise you will need to apply for water, power, gas and cable

Electricity

The energy market in Singapore is being liberalized but currently (2004) as a consumer you are not yet able to choose your own supplier, check Singapore's Energy Market Authority website for details. Electricity costs about 16.53 cent/kWh (November 2004) and you can apply from SP Services. You will need an address and an employment pass and be able to show your tenancy agreement if required.

Water

Water is supplied by Singapore's Public Utility Board (PUB) but connected through its agent SP Services so you can apply for your electricity and water at the same time.

Gas

If you have a gas-stove in the house you are renting be sure to check whether it is attached to the gas-net or uses tanks, the latter are still not uncommon in Singapore and finding out you actually are using a tank while your steak is only seared on one side is not funny (this is from experience). You can get your 'piped' gas from citygas, for you tanks check which supplier(s) work in your area.

Internet

There are three internet service providers in Singapore, Starhub, Singtel and Pacific Internet. Which one is the best? you will get as many different answers if asked. Which one is the cheapest? depends very much on the package and your usage and the packages keep changing. All 3 advertise heavily so just give yourself a day or 2 to compare before you get any.

Cable

Strictly speaking perhaps not a utility but many of us can not readily do without it anymore it seems. You can get your cable packages through SCV (Starhub Cable TV).
